Pulls the etcd quorum invariants (required podAntiAffinity + publishNotReadyAddresses) into the vendored subchart so a helm upgrade preserves them instead of reverting. Document the replicaCount knob: it holds the operator at 0 across an upgrade during load-shed rather than re-rendering 1. Chart 0.4.1.

Vendors steward-etcd 0.16.0 (OCI digest sha256:3f5020184352a1ea0c89759c11539646151a5281b8d2d7f2a2de0eabc1cc8d89) into the parent chart so a helm upgrade carries the etcd quorum invariants instead of reverting them:
Also documents the replicaCount knob: during a load-shed the operator is held at 0 out-of-band, and setting replicaCount on a helm upgrade keeps it pinned rather than re-rendering 1 and unpausing as a side effect.
Verified: helm template renders both invariants from the vendored subchart; replicaCount=0 yields a 0-replica controller Deployment. Chart 0.4.1.
