chore(chart): bump steward chart to 0.4.0 - #20

Aligns chart with the existing steward binary v0.4.0 release. Closes a chart/binary version drift gap surfaced during butler-bootstrap audit work: the binary at v0.4.0 was published to ghcr but no matching chart tag was ever cut, leaving chart 0.3.2 (appVersion 0.3.1) as the latest deployable version. butler-bootstrap pinned chart 0.4.0 based on the binary release tag and broke when the helm fetch returned not found. Chart changes from 0.3.2: - version: 0.3.2 -> 0.4.0 - appVersion: 0.3.1 -> 0.4.0 No CRD, RBAC, values, or template changes. The single commit between steward-v0.3.2 and the v0.4.0 binary tag is README and docker-ci.yml workflow only; chart deploys the same operator code with the version field aligned. The helm.yaml workflow fires on steward-v* tags and publishes to ghcr.io/butlerdotdev/charts/steward. Once steward-v0.4.0 is tagged, butler-bootstrap can fetch chart 0.4.0 and deploy binary 0.4.0.
