The local provider installs Butler onto the existing kind cluster the controller runs in. reconcilePending skips the provisioning, Talos, and pivot phases and jumps straight to InstallingAddons, which targets an in-cluster kubeconfig synthesized from the manager REST config instead of a provisioned cluster's kubeconfig. The terminal phase is Ready rather than Pivoting. Component swaps for local: skip kube-vip and Longhorn (use kind's default StorageClass), keep MetalLB so CAPD workers can reach the tenant apiserver on the docker network. The credential helpers short-circuit because local has no credentials Secret. CAPI install gains a docker (CAPD) infrastructure provider case, version-matched to the CAPI core release, and the initial ProviderConfig is a credential-less platform-scoped local config. Depends on the butler-api local provider types; the dependency bump from the local replace to the merged butler-api version lands before this merges.
Points butler-api at the feat/local-provider-types pseudo-version so the local provider types resolve from a fetchable module (image builds cannot use a working-tree replace). Bump to the tagged butler-api release once that branch merges.
Replace the local-provider-types pseudo-version with the released v0.22.0 tag (local provider type, optional credentialsRef, the credentialsRef CEL validation rule).

Consumer of butler-api v0.22.0. Adds the
IsLocal()install-onto-kind branch (skips machine provisioning/Talos/pivot), CAPD provider install, a single-node etcd local stability profile for Steward, and credential-less local ProviderConfig handling. Bumped butler-api to v0.22.0; builds + vets + tests clean. Live-validated end to end.
