fix(addons): pin butler-console chart to 0.13.4 - #39

Picks up butlerdotdev/butler-charts#133, which grants the butler-console SA cluster-admin via a new ClusterRoleBinding so the mgmt-cluster GitOps Enable flow can run flux bootstrap successfully. Without this grant, butler-server's EnableManagementGitOps handler returned a CRD-forbidden error because flux bootstrap creates CRDs cluster-wide and binds Flux controllers via ClusterRoleBindings (which requires escalate on rbac). Future bootstraps land on 0.13.4 directly and the mgmt gitops Enable button works without manual RBAC patching.
