ci: open CRD sync PRs to butler-cli (mirror of charts sync) - #48

butler-cli embeds the CRDs in `butleradm bootstrap` but was never a consumer of the CRD sync automation, so it drifted from butler-api (the providerconfig CEL and 7 other CRDs). Mirror sync-crds-to-charts.yaml: on a CRD/type change, run the cli's hack/sync-crds.sh and open a PR in butler-cli. Now both CRD consumers (the Helm chart and the cli's embedded manifests) are derived from butler-api. Requires a CLI_SYNC_PAT secret with write access to butler-cli (like CHARTS_SYNC_PAT).
