Expose MCP summaries first and progressively load selected native definitions in tape discovery order. Keep allow/exclude filtering and complete allowed code-mode stubs; ACP resolves unloaded subagent tools through the discovery inventory.

Use Bub's merged discovery/provider API. Remote tools remain request-scoped, so channel cleanup only removes its inventory; no execution-registry save/restore is needed. Refresh the Bub lock to current main, including frostming's request-scope fix. No dependency rev configuration.

Validation: uv run --frozen --group test pytest — 696 passed, 3 skipped. Focused native/code-mode, scope, multi-source cleanup and cross-session rejection tests passed (57); Ruff and lock checks passed.

This solution is weird because it first registers all mcp tools and later excludes unloaded ones through a tool provider, why not just load none and gradually adds tools during run?
