Squeeze Vega-Lite charts to fit their widget - #123

Single and layered views now always take the widget size, like the built-in chart types, instead of scrolling. Composed views scale down to fit, and truncated axis and legend labels show their full text on hover.

Summary
Vega-Lite charts now fit their widget like the other chart types instead of scrolling: explicit sizes in the spec are overridden, composed views (facet/concat/repeat) scale down, and truncated axis/legend labels show the full name on hover. Also drops the export snapshot path from #122 since charts no longer overflow.
