feat(models): distinguish native decision models - #1709

Add `supports_decisions` to the model schema for models that serve decision requests (POST /v1/decisions), which return typed answers to questions about an input instead of generated text. Mark gpt-6-luna, which serves both chat and OpenAI's Decisions API, and TypeSafe's Jev models, which only answer decisions. The TypeSafe sync sets the flag on the Jev models it generates. Adds the
decisionsmodel flavor and assigns it to Jev catalog entries and the TypeSafe sync script. Keeps the legacyevaluationenum value for schema compatibility.Luna remains a chat model with
supports_decisions: true; native decision models no longer need that redundant flag. Consumers determine decision capability from the flavor or the additional capability flag.Validation: 50 focused model-schema and TypeSafe sync tests pass. Includes current main.
