ci(android-release): point the draft summary at finalize, not bare hands publish - #3686

…nds publish The draft step summary told the operator to run `hands releases update` and `hands releases publish` directly. Copying it skipped the channel guard (#3564) that finalize_android_hands_release.sh runs before activation. The summary now prints the full finalize command with version, build and channel filled in, as in the raft-android-release skill. Publishing stays manual; CI still only creates drafts. Also fix the code fences in this block: they were single-quoted `\`\`\``, so the summary showed literal backslashes instead of a code block. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
