This reverts commit 9005a61. not have magic behavioral differences between ostree and composefs in this situation. I believe this is an issue in composefs, so we're going to fix it there. Assisted-by: AI Signed-off-by: Colin Walters <walters@verbum.org>

We should not have magic behavioral differences between ostree and composefs in this situation.
