feat(desktop): add Open Interpreter ACP preset

Summary

• add Open Interpreter to Buzz's preset Agent Client Protocol harness catalog
• invoke its native interpreter acp mode
• cover installed and not-installed catalog states

Verification

• Rust formatting gate passed
• diff whitespace gate passed
• full Tauri package test was attempted, but the local machine exhausted disk while compiling a fresh duplicate build cache; generated artifacts were cleaned and no source was removed
• repository continuous integration is the authoritative full-build gate for this branch

Scope

This pull request contains only the Open Interpreter preset extracted from the previously mixed trustworthy-observability worktree.
