Add CI, coverage, dependency maintenance, workflow checks, commit signature checks, and contribution/security guidelines.
Notes to the reviewers
Adapted from bdk/bdk_wallet. MSRV remains Rust 1.70. Improvements include reproducible CI with --locked, tests and coverage for both feature configurations, blocking workflow checks, and SHA-pinned actions.
