Create simple python tool that creates a BIP451 compatible dust disposal tx using only bitcoind and bitcoin-cli. This tool doesn't need to do batching, it only needs to demonstrate how to create a simple disposal tx with only bitcoind's wallet RPC commands. It should be able to locate candidate dust, create a compliant tx PSBT to be signed, and broadcast the signed and finalized tx via private broadcast.
