Keep the panel below its transient menus
When any in-panel Menu or context menu is opened, this level places the bar above AppKit's standard pop-up-menu windows because .screenSaverWindow + 1 exceeds .popUpMenu. Consequently, the More menu in BarView and every card context menu in ClipCardView are ordered behind the still-visible panel—often entirely within its 350-point frame—so their items are obscured and cannot be clicked. Use a level below transient UI, or explicitly ensure those windows are promoted above the panel.
