Description of changes:
Create new endpoint GET /mhr/api/v1/documents/receipts/{payRegistrationId}
Update the GET /mhr/api/v1/registrations response to add a new properties "payRegistrationId" and "receiptPath".
Update the spec https://okagqp-test-bcregrestricted.apigee.io/docs/mhrproxy/1/types/registrationSummary
Update staff registration doc type to DRS doc type mapping for the COU document type when publishing a staff registration to the DRS.
