Prepare 0.1.1 release without reusing withdrawn versions

Summary

• Prepare Basicrum Analytics 0.1.1; keep withdrawn 0.1.0 unchanged in Packagist's historical record.
• Update the native release gate and CI to 0.1.1, with regression coverage for accepted plain/v-prefixed tags and rejected withdrawn, future, missing, and malformed identities.
• Update the changelog, private test-package metadata, release instructions, and the README installation constraint to ^0.1.1.
• Keep composer.json tag-derived, without a hardcoded version. No runtime, configuration, CSP, or loader changes.

Verification

• 48 browser/helper checks passed; minified loader verification passed.
• 18 focused PHP checks passed, including the updated release guard.
• Composer strict validation and validating VCS-import regressions passed.
• Shell syntax, Compose validation, and git diff --check passed.
• Native verification and CI must pass for the release candidate; the exact merge commit will be gated before tagging.

The owner approved 0.1.1 after Packagist rejected replacing the immutable 0.1.0 references. This release includes the previously merged README/screenshots and consent-cookie cleanup from #17.
