Motivation

On Dependabot bundler PRs, dependabot-sync-saas-lockfile.yml pushes a Sync Gemfile.saas.lock commit with GITHUB_TOKEN. Pushes made with that token don't trigger push workflows, so CI (SaaS) never ran on the PR's head commit, and CI (OSS) skips same-repo PRs. The head got lint and security checks but no app tests, as on #3180.

Details

Add a workflow_dispatch trigger to ci-saas.yml, and have the sync job dispatch it on the branch after pushing. GITHUB_TOKEN can start workflow_dispatch runs, so this needs no new credential, only actions: write.

The sync job pushed with `GITHUB_TOKEN`, which doesn't trigger push
workflows, so the head commit of Dependabot bundler PRs never ran the
app tests.

Dispatch `CI (SaaS)` on the branch after the sync commit is pushed.
