fix: correct output directory name for setup-bridge-partner-threshold target

Line 11 of Makefile:

SET_BASE_BRIDGE_PARTNER_THRESHOLD_DIR = $(network)/$(shell date +'%Y-%m-%d')-pause-bridge-base

This is a copy-paste error from line 12 (PAUSE_BRIDGE_BASE_DIR). Running make setup-bridge-partner-threshold network=mainnet creates a directory named mainnet/2026-06-13-pause-bridge-base instead of mainnet/2026-06-13-set-bridge-partner-threshold.

Just checked main this is still unresolved. The Makefile at setup-templates/template-set-bridge-partner-threshold/Makefile still uses the old $(GOPATH)/bin/state-diff approach with validations/signer.json output, no GEN_VALIDATION macro, and the .env still doesn't have SENDER.

PR #734 had the fix ready but was closed without merging. The same class of issue was fixed for all other templates in #705 and #730 but this template was left behind it's the only one not using GEN_VALIDATION.
