Summary

Add aliases for LLVM tools that Rust bootstrap expects under unprefixed names.
Check out the Rust submodules required by distribution builds.
Supply Windows LLVM link dependencies and the expected XML library name.
Include the deprecated rust-analysis component required by Windows and macOS installers.

Rust prebuilt workflow run 37701651199 succeeded across Windows, macOS arm64, Ubuntu 22.04, and Ubuntu 24.04.
