CPython determines whether to expose os.copy_file_range based on the glibc version used at build time, preventing access to the function when building against an older glibc even if the runtime glibc provides it.

This patch weakly links copy_file_range and removes os.copy_file_range when the symbol is unavailable at runtime. This allows the function to be exposed when supported without increasing the minimum required glibc version.
