ci: attach the provenance DSSE envelope to releases as .intoto.jsonl - #127

Scorecard Signed-Releases credits provenance only to release assets named *.intoto.jsonl. The release job already uploads the attest-build-provenance Sigstore bundle; it now also extracts the bundle's DSSE envelope with jq and uploads it as <artifact>.intoto.jsonl beside it. npm and GHCR publishing are unchanged.

Verdict: approve. Extracts the DSSE envelope from the attest-build-provenance Sigstore bundle with jq -ec and uploads it beside the existing bundle as browser-bridge-<tag>-image.intoto.jsonl, the asset name Scorecard's Signed-Releases check looks for. The step already runs with set -euo pipefail, so -e aborts the upload if the bundle ever lacks .dsseEnvelope; BUNDLE and TAG come in through env: rather than expression interpolation, and the job's permissions and the npm/GHCR publishing steps are untouched.
