[Observability] Logging: config/file/compiling/computing-unit-managing services

Part of #4070.

Add logging to the microservice resources, helpers, and Kubernetes client.

Service endpoints and especially Kubernetes API calls (pod create/delete) failed silently apart from thrown exceptions.

Endpoint events, k8s API call failures (ERROR), validation/denial (WARN).
Excludes the service main() classes (those carry the OTel bootstrap and fold into the feature PRs).
Non-functional; no behavior change.
