[Observability] Logging: dashboard REST resources

Part of #4070.

Add logging to the dashboard REST resources (workflow/dataset/project/user/admin/hub + search builders).

Mutations and access-control denials in the dashboard resources were largely silent, making auditing and debugging difficult.

Mutations at INFO, access-control denials at WARN, reads/query facets at DEBUG, caught throwables at ERROR.
Non-functional; no behavior change.
