Raise the minimum Python version to 3.10 and build core wheels with cp310-abi3. Run Zarr wheel tests on Python 3.10 so they can install the current core wheel.

PyArrow remains optional. Test dependencies require PyArrow >=25.0.0 to avoid crashes when exporting inline binary views. Add inline-boundary and zero-copy raster regression tests.

Validated 3,707 Python tests using the CI wheel with updated Python sources on Python 3.10/PyArrow 25.0.0 (2,664 optional skips), generated metadata with no unconditional dependencies, a locked extension compile check, and all pre-commit hooks.
