Flink: Update Flink release notes for 1.11.0 release

As per #16155, please add the following entry to the release notes:

Flink's optional flink-metrics-dropwizard dependency is no longer shipped in the iceberg-flink-runtime fat jar. Without this dependency, the histogram metrics "dataFilesSizeHistogram" and "deleteFilesSizeHistogram" will no longer be published. Users can add manually add back the dependency for the metrics to continue to get published.
