Column-level REFERENCES and table-level FOREIGN KEY constraints accept the same MATCH, ON DELETE, and ON UPDATE clauses. A shared parser keeps clause ordering and duplicate handling consistent.

Addresses the reference-clause duplication tracked in #2698.
