Correct it's due to #39344. Normal Dataflow tests are passing normally: https://github.com/apache/beam/actions/workflows/IO_Iceberg_Integration_Tests_Dataflow.yml
Managed Dataflow tests are failing because the internal Managed image still hasn't updated to include the new Timestamp proto change. @chamikaramj do we need to update the Managed image manually?

@ahmedabu98 is looking into updating release notes for this. I don't think the release tasks should be blocked by this.
