Add Arrow Flight SQL ODBC driver RPM installation line to indicate that there is an official release available.

I am raising this PR to start a discussion on whether the Flight SQL ODBC Driver RPM installers (apache/arrow#47877) can be considered official releases.

The Flight SQL ODBC Driver RPM installers are published in the Arrow Yum repository, for example on AlmaLinux 9:

Users need to replace <version> with actual version number (e.g., 2600) to run the command.

Please note this installs -libs rather than -devel because -libs is the runtime package end users need to use the ODBC driver. End users use the odbc.so file directly.

IIRC, we only supply RPM, right, and not DEB? We should make it a bit clearer by explicitly putting something like # NOTE: ODBC driver for Apache Arrow Flight SQL is not available on DEB-based platforms in the block, while IMO this can be part of the existing block, and it should explicitly say Replace <version> with the version number, e.g. for 26.0.0: ....

Can we compute <version> dynamically?

Suggested change
sudo dnf install -y arrow<version>-flight-sql-odbc-libs # For Apache Arrow Flight SQL ODBC Driver
{% assign arrow_version = site.data.versions['current'].number | split: '.' %}
{% assign arrow_so_version = arrow_version[0] | times: 100 | plus: arrow_version[1] %}
sudo dnf install -y arrow{{arrow_so_version}}-flight-sql-odbc-libs # For Apache Arrow Flight SQL ODBC Driver

@lidavidm Yes that is correct. Only RPM is supported, DEB is not supported. I added comment The ODBC driver for Apache Arrow Flight SQL is only available as RPM, not on DEB-based platforms. The version will be automatically computed using kou's suggestion.

@kou Yes and thanks for your suggestion. I tested locally and http://localhost:4000/install/ correctly shows sudo dnf install -y arrow2600-flight-sql-odbc-libs for me

CCing folks who might have more context on this. Should Flight SQL ODBC Driver (arrow2600-flight-sql-odbc-libs and future versions) be considered official releases?

I'm happy to answer any questions about the PR / GH issue as well.
