   It seems that google doesn't allow using ray with Python>3.11
   and they are also limiting versions for Python<=3.11
   https://github.com/googleapis/python-aiplatform/blob/bbb027be473c819a7cddd49352ef2c35789b0f10/setup.py#L105-L116

   Ray was added for Google #47340
   @MaksYermak I suggest to check this internally with Google

   For future cases i think we should avoid accepting integrations that are limiting Python versions that Airflow actively support.
