Written after the tag, because committing it changes the assembly through the PDB checksum. It records that both published executables reproduce byte-for-byte from the tagged commit on a matching runtime, the archive digests confirmed against a local download, what the release changed, and its limits: no corpus run because detection and conversion policy are untouched, unsigned archives, and no accessibility spot check.
