Adds Ratchet under Job Scheduling in README_SOURCE.md.

Ratchet is a persistent job scheduler built on CDI. It runs on Jakarta EE 10 and 11 servers (WildFly, Open Liberty, Payara, GlassFish), on Quarkus in JVM and native mode, and on Spring Boot through SQL and MongoDB starters. It ships stores for MySQL, PostgreSQL, Oracle, SQL Server and MongoDB, and each store runs against the same store TCK. It supports retries with backoff, a circuit breaker, a dead-letter queue, batches, chained and conditional workflows, and jobs that wait for an external signal before they resume. Docs are at https://ratchet.run/. Apache-2.0 licensed.
