ojAlgo's main use today is mathematical optimisation: it contains pure Java
LP, QP and MIP solvers (with an ExpressionsBasedModel modelling API), built
on its own linear algebra. The current entry under Machine Learning doesn't
mention the solvers, so people looking for an optimisation solver don't find
it. This moves the entry to the solver category and updates the description.
The category description already says "optimization and satisfiability problems".
If you agree, a name like "Optimization and Constraint Solvers" would make it
easier to find for people looking for LP/MIP solvers, but I've left the heading
as it is.
