chore: add Cloud MCP bug report and feature request issue forms

Overview

👉 TL;DR: Adds two GitHub issue forms for the Airbyte Cloud MCP server: one for bug reports, one for feature requests. These are the targets of the new get_github_issue_creation_link MCP tool, which builds issues/new?template=<slug>.yml&title=...&description=... links. GitHub only reads issue templates from the default branch, so this lands on main.

Pairs with #1353 (the tool, on release-candidate/v1):

Changes

• .github/ISSUE_TEMPLATE/cloud-mcp-bug-report.yml: labels airbyte-mcp-beta, bug.
• .github/ISSUE_TEMPLATE/cloud-mcp-feature-request.yml: labels airbyte-mcp-beta, enhancement.
• Each form has a secrets warning plus one required description textarea. The field id description is what the tool prefills via the query string.

Design notes: issue forms instead of labels=/body= params

The labels query param only applies when the clicking user has triage rights on the repo, so external users' issues would land unlabeled. Labels declared in an issue form always apply. GitHub prefills issue-form text fields from query params keyed by the field id (docs). The existing airbyte-mcp-beta.yml form is unchanged.

Risks

• No cloud-mcp label exists yet, so the forms reuse airbyte-mcp-beta.

• After merge: open https://github.com/airbytehq/PyAirbyte/issues/new?template=cloud-mcp-bug-report.yml&title=Test&description=Hello and confirm the title, description and labels are prefilled.
