Fixes the Publish marketplace toolkit failure on main.

Root cause: the publish job compiles packages/plugins/tsconfig.json with the repo-pinned TypeScript 6, which removed the baseUrl compiler option (TS5102). The option was a leftover — an empty paths map with baseUrl: ".", and TS 6 resolves paths relative to the tsconfig file anyway. The root tsconfig already dropped baseUrl in the 2.0.16–2.0.20 releases; the package-level one was missed.

Change: remove baseUrl (and the now-pointless empty paths) from packages/plugins/tsconfig.json. No compiled-output change — verified bunx tsc -p packages/plugins/tsconfig.json exits 0 and emits dist/index.d.ts (run locally with the pinned toolchain, reproducing the exact command the publish job failed on).

Note: the open renovate PR #204 (oxfmt bump) is unrelated to this failure and is dispositioned separately.

The marketplace publish job's tsc run failed with TS5102 (Option 'baseUrl'
has been removed) under the pinned TypeScript 6. The option was a leftover
with an empty paths map, and the root tsconfig already dropped it when its
own paths went tsconfig-relative; removing it here restores the publish.
