Allow mypy through the 1.14 release line while preserving the configured Python 3.8 target and supported tool runtime. Later versions drop that runtime or target; the broad range in #4 allows mypy 2.4 to warn and accept a Python 3.9-only API despite the 3.8 setting.
Add explicit compatibility checks using the actual project configuration: accept a supported string API, reject
str.removeprefix, and retain the configured rejection of untyped functions. Exercise both Python 3.8 and an isolated Python 3.13 tool environment alongside the existing Windows mocked tests and package builds. Package support and strict configuration remain unchanged.
