switched to what seems to be the active and widely-accepted fork. licence change based on https://github.com/cowsay-org/cowsay/blob/main/doc-project/Licensing.md
Includes changing the build to "meson" recipe as per release notes suggesting to do so. Autoconf method will eventually be removed.
