Include the prepared MadelineProto/SQLite runtime, calendar and permission safeguards, opt-in reminders, multilingual panels, administration, sixteen migrations, locked dependencies and five guarded compatibility patch sets. Add parallel English/Hebrew documentation, Docker/CI, regression tests, license notices and documented operational and live-acceptance boundaries. Preserve exact reviewed source bytes and the existing main history.

The legacy file-based bot gains the prepared 3.0.0-dev.9 runtime with SQLite migrations, durable permission snapshots/recovery, per-group calendar settings, opt-in reminders, guided multilingual controls and administration. MadelineProto remains pinned to 8.7.0 with hash-guarded local compatibility patches.
This PR includes the complete prepared implementation, regression suite, English/Hebrew documentation, licenses and source-offer records. The production migration guide targets
/root/shabat, preserves the old stopped installation/session, imports registered groups into separate volumes, verifies the import and documents permission review and rollback.CI fixes and review

Release scope and limits
The owner has authorized ready-for-review, merge, tag and a
v3.0.0-dev.9prerelease after green checks. Release archives will identify the exact merged commit; the deployment ZIP omits installed vendor and all live state. A separately verified corresponding-source collection supplies the 57 locked runtime packages and required reviewed source supplements, with explicit scope limitations.No production deployment, Telegram group sends or live permission changes were performed. Real Telegram acceptance and the installed legacy session/dependency compatibility remain operator checks. The application/dependency lock, historical licenses and existing migration/patch bytes are preserved by the follow-up CI fixes.
