Pause/resume and vCPU count work through the MachineDebugger method.

Acceptance criteria

• Pause is synchronous (all vCPUs stopped on return) and idempotent
• vCPU count is the VM's real count, verified on a multi-vCPU guest
• Generic pause and vCPU integration tests pass
