Staging is now deployed by Argo CD from version tags set in duo-kubernetes, so the GitLab Helm pipeline trigger is no longer used. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

ESS staging releases now deploy version tags from master through Argo CD, so the staging branch images are no longer used. Also drops the SWAP get-branch-name action in favour of metadata-action's branch tag. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Here at eESS staging is now deployed by Argo CD from release version tags, so
