fix: recover Windows admission and preserve invitations

Summary

• Persist Windows admission transitions and replay interrupted transitions safely after restart.
• Harden recovered sponsor readmission and sequential device admission behavior.
• Keep pairing invitations in the Engine runtime so GUI/daemon sessions observe the same pending invitation instead of losing it during session replacement.
