Kiosk docs say later signer URLs "can't be created"; the API just won't issue them yet #214
docs/TurboSign/embedded-signing/build/sequential-signers.md:327 says a later signer's URL "can't be created until it is genuinely their turn".
The SDK sample's kiosk card (examples/embedded-web-app/src/pages/Kiosk.tsx:107-108) says it "isn't created".
Every recipient's access token is created with the document, and for passcode and no-verification signers the signing URL is that same reusable token link. TurboSign refuses to issue it out of turn (createSigningUrl returns 409 RecipientNotInTurn) and also refuses an out-of-turn signature at signing time. Only external IdV and override URLs are really created at mint time.
Impact
Minor. It gives a wrong picture of where signing order is enforced, and could make a developer think a URL obtained earlier (for example from an email-mode send) doesn't exist or is useless.
Suggested fix
Reword both to: "TurboSign won't issue a later signer's URL until it is their turn, and refuses an out-of-turn signature even with a valid link."
Severity: S3. Found while building the kiosk how-to video (the narration uses the corrected wording); verified against the backend, Docs and SDK origin/main.
