Scope

Prepare the next public Cutmark release after PR #15 passed R5 hardware/UX smoke and merged into main.

• Bump default source version to 0.3.0 and write release notes.
• Explicitly allow ad-hoc signing only for v0.3.0 (as v0.2.0); retain the fail-closed production Developer ID + notarization path for every other future tag.
• Verify ReleaseTag, version, ad-hoc signature, DMG and SHA256SUMS before publishing.
• No source/editor changes, no app installation and no TCC changes.

Gates

• CI on this PR, then CI on the merged main SHA before tagging.
• Release workflow verifies artifacts and publishes GitHub Release. Ad-hoc signed, not notarized.
