Missing app manifests could be marked completed, and missing optional-app shortcuts could remain permanently skipped after the input appeared. Required app inputs now fail visibly, absent optional registry and shortcut inputs remain skipped and retryable, and old incorrectly completed shortcut records recover on an ordinary rerun.
Dry runs now preserve saved state, progress, logs, markers, and reports while printing preview output to the console. Force does not reset completed state during preview, and the existing restart guard remains covered.
Validation: seven focused Pester cases passed. Includes production bootstrap execution in Windows PowerShell 5.1 for DryRun, DryRun with Force, and DryRun with PromptRestart, using disposable runtime files and guards against system operations. No live setup operations were run. Independent review found no actionable defects. git diff --check passed.
