Adds PRIVACY.md for the community-marketplace submission's optional privacy-policy URL (Anthropic verified status), plus a short README section linking to it.

Content is the plain truth of the architecture: everything runs locally; no telemetry or data collection of any kind; prompts/code go only to the user's own configured OpenCode providers; local state (job records/logs, the 0600 server-session file with its generated password, OpenCode's session store) stays on the machine; network activity is loopback-only unless the user explicitly configures an external server. Credentials note: no provider API keys are read or stored — OpenCode manages its own auth.
