Plugin bar does not remember open/close state #505

Describe the bug and the steps to reproduce it
When reloading a page, the plugin bar will expand when it previously was collapsed. It feels like this is a state that should be remembered across refreshes, especially in scenarios where the bar may be empty.

Thanks for the report! To help us track this down, could you provide a minimal reproduction that actually demonstrates the TanStack Devtools plugin bar losing its collapsed/expanded state on reload? The linked Stackblitz sandbox points to a TanStack Form example and doesn't appear to include Devtools or the plugin bar, so we're not able to reproduce the issue from it.
If you could fork one of the official Devtools examples (https://github.com/tanstack/devtools/tree/main/examples/), reproduce the collapse/expand behavior there, and share that link, that would help a lot. A screenshot or short video showing the bar before/after a reload would also be useful context.
Once we have a working reproduction we'll be able to take a closer look. Thanks!

This was already fixed in the most recent update.
