Why

• v0.82.0-beta.3, Plugins job 117891100565: the submission was Accepted, then stapler staple on MongoDBDriver.tableplugin failed with CloudKit query ... failed due to "(null)", Error 65. A re-run passed.
• Apple's Customizing the notarization workflow (Ensure your build server has network access) says stapler downloads tickets from CloudKit. It documents no delay after Accepted.
• stapler(1) DIAGNOSTICS: 65 is EX_DATAERR, 68 (EX_NOHOST) covers "the ticketing service returns an unexpected response".

Change

• notarize.sh retries stapler staple on exit 65 or 68: 3 attempts, 30 s then 60 s apart, each retry logged with the bundle name.
• Any other stapler exit, the submission and the Gatekeeper check still fail at once.

Verified

• New apple/scripts/release/test_notarize.py (stubbed xcrun) fails on main and passes here, under bash 3.2 and 5.
• shellcheck clean.
