chore: fix notes left stale by the libs and Release Build changes

Change

• RELEASING.md, Static libraries: one publish-libs.sh for both platforms, libs-<n>, Libs/release. publish-ios-libs.sh is gone (build(libs): publish static libraries as immutable libs-<n> releases #3481), which failed verify.sh agent-docs on main.
• CONTRIBUTING.md: libs come from the release Libs/release names.
• plugin-system.md: a new driver goes in RegistryPlugins, or BundledPlugins plus the app's copy dependency (ci(release): build the Release config on main and release branches #3488).
• README.ko.md, README.vi.md, README.zh.md: the chore: remove repo trash #3477 changes (Download goes to releases/latest, no hand-kept driver list).
• .gitignore: /dist/, where scripts/release/package.sh writes.
