[TASK] Normalize the anchors to lower kebab-case - #592

Anchors were written in snake_case, in CamelCase, with dots, parentheses or blanks, while the object inventory and the permalink service publish every one of them in lower kebab-case. The labels now read the way they are addressed: 8 of them renamed, with the 8 references that name them. The source of the definition list example follows the new spelling, so it still matches its result. Permalinks are unaffected, because the key they use was normalized already, but a hand-written URL ending in a raw fragment such as #migrate_guides_xml breaks.
