Adds the shared PR size check from TF-Minecraft/TLibs#39. It labels pull requests size:XS to size:XXL and, from size:L, requires an approval from someone other than the author. See Pull request size.

After this merges, the ruleset requires the "PR size" check instead of one approval on every pull request.

🤖 Generated with Claude Code

Labels pull requests by size and requires a second approval from size:L.

Walkthrough

Adds a GitHub Actions workflow that runs the pinned PR-size action for selected pull request and review events. The workflow sets permissions, cancels earlier runs for the same pull request, and checks out full history without persisting credentials.

Fork pull requests may pass the PR size check without receiving a size label. Confirm whether forks are supported and how the action handles label-write failures before relying on the check as a required gate.

Ensure fork PRs receive size labels.

For a fork PR, GitHub normally reduces this workflow’s GITHUB_TOKEN to read-only. The pinned action catches the resulting label-write 403 and continues, so the check can pass without adding a size:* label. Use a separate, narrowly scoped privileged labelling path if labels are required for fork PRs. Keep the diff and review check on the unprivileged path. (docs.github.com)
