Adds the shared PR size check from TF-Minecraft/TLibs#39. It labels pull requests size:XS to size:XXL and, from size:L, requires an approval from someone other than the author. See Pull request size.

After this merges, the ruleset requires the "PR size" check instead of one approval on every pull request.

🤖 Generated with Claude Code

Labels pull requests by size and requires a second approval from size:L.

Size checks can still run for fork pull requests, but those pull requests may not receive the promised size labels. Confirm the repository’s token setting or provide a trusted labeling path before merging.

🎯 Functional Correctness | 🟠 Major | 🏗️ Heavy lift

Enable size labels for fork pull requests.

When a pull request comes from a fork, GitHub restricts this workflow’s GITHUB_TOKEN to read-only access. The pinned action catches the label-write failure and continues, so the check runs but the pull request receives no size label. Use a trusted workflow for label writes, or separate labelling from the read-only size check. If you use pull_request_target, do not execute code from the fork with its write-capable token. (docs.github.com)

Based on learnings: fork pull-request workflows cannot use the requested token write permissions.
